My brother locked his iPad and forgot his Apple ID password

My brother locked his iPad and forgot his Apple ID password so we attempt to regain another password so he can reset his iPad. It’s telling us to wait 13 days then they will send him a text messages telling him he can reset his password. My question is can y’all go ahead and reset so he can get a new Apple ID password?

He just forgot his password to his iPad and we need to restore it to new.. please help...this will not happen again..Help
