I upgraded my icloud to 200GB but why am I still getting notifs that my storage is full? Pls answer. If that’s the case I will no longer upgrade ny iCloud

Most likely your phone storage is full, not iCloud. The only way to gain the storage back on the phone is to delete content on the phone. Adding iCloud storage doesn’t help. Read the article again.
