Is there 3D Touch on iPad 4 iOS 10.3. 3?
I think not. I've tried to put pressure on the screen and it didn't work.

There is no 3D touch on older iPads running iOS 10 and earlier
Really NO 3D touch on newer iPads, either.
The closest new iPads come to 3D touch is the long press.
