How do I sort out a iPhone that has been exceeding Apple ID but we need to set one up

If you see a Could Not Create Apple ID or Could Not Set Up iCloud message - https://support.apple.com/HT210743 - Generally "means that you have exceeded the number of new Apple IDs you can set up with iCloud on a single device in one year." See the recommendation in the link on alternative methods.

Apple ID Account Recovery without Trusted Phone Number I made the mistake of changing a phone number on our family plan before I removed the passcode from the phone. When I acted like I wanted to remove the passcode, it is forcing me to put in the icloud password from the account the phone is attached to.
