My iCloud setting says iCloud 1GB of 5GB used so why can't I back up my phone?

I'm trying to switch from an iPhone 8 to an iPhone 12 and when I try to backup my phone it says I don't have enough storage even though the iCloud setting on my iPhone 8 says iCloud 1GB of 5GB used.

Because - If you can't back up to iCloud or restore from iCloud backup failed - Apple Support.
