Hi.. I am Setting up a new Apple ID for my daughter and the iPad is saying invalid birthday, 10/4/2003??

Was this Apple ID previously set up and you're attempting to change the birthdate? If so, was this birthdate for a child? If that is the case, take a look under the "Change a birth date for a child" section here:
Update the birth date associated with your Apple ID
If not, try to create this Apple ID using another device.
