Apple Artist Account Request

Why won’t it let me request my artist account. I’m trying to get access to my account and my music but it keeps saying “something went wrong and your claim could not be processed please try again later”

ive tried requesting my artist account over 1,000 times this passed month and it will not let me get access to my artist account what is up with that?
