Well, for you is not correct Bob. I only try to said that you can still using some apps running iOS 9.3.5. Obviously you can't get all the experience of a new Apple device, but if he recently bought an old iPad, he can still use for some things.

Because you bought an old iPad.
Your iPad cannot update past iOS 9.3.5/iOS 9.3.6 for cellular models.
Most newer apps requires iOS 11 or later version.
The iPad 3rd generation is more than 8 years old.
You can download some apps you have bought past in another Apple iOS device. You can find them in your Apple ID the App Store application. However, they will not be the latest versions, they will be the previous versions compatible with your iPad model (Some apps doesn't work even and your "old new" iPad needs your Apple Id to do that).

Why not? One of my iPads is an iPad 2. I have it with Netflix, NYT app, and a lot of more apps that I have bought in the past. Sure, they are slow, but someone still working little fine. For movies, some old games, but is better than nothing.

iPad2, iPad3 and iPad mini1 can only be updated to iOS 9.3.5 (WiFi Only models) or iOS 9.3.6 (WiFi & Cellular models).
Apple ended update support for these models in September 2016. Your iPad cannot be updated to iOS 10 or later major versions of iOS, as the internal hardware does not meet the minimum technical requirements for new versions of iOS/iPadOS. This limitation cannot be bypassed; these are 32-bit architecture devices, whilst all recent versions of iOS/iPadOS are designed for 64-bit hardware platforms. iPad2, iPad3 and iPad mini1 are obsolete.
You may wish to consider that compatible Apps for your iPad are increasingly difficult to find - as third-party developers are increasingly dropping support for older versions of iOS preceding iOS11/12/13. As older versions of Apps are removed from the Apple App Store, you’ll not be able to (re)download or install them - which may severely limit the usefulness and utility of your iPad if you should you ever need reset or restore your iPad. As such, if you want or need to access most current Apps, requiring more recent versions of iOS, you’ll need to consider replacement of your iPad with a newer or current model.
Of current models, even the entry-level iPad8 has specifications and capabilities that will massively outperform you current iPad - and is compatible with the vast majority of current Apps. Other models are more powerful still.

Because to run newer apps like Netflix and Youtube you need a device capable of running iOS 12 or iOS 13, not many old iPads can.
