Can view the saved passwords in my iPhone without out the iPhone
Is it possible to retrieve my saved passwords in the iPhone a different way if the phone is completely smashed

If you were using iCloud Keychain.. and you have a MacBook or an iPad you should be able to see your passwords on those devices (if they are also set up to use iCloud Keychain)
If you are not using iCloud Keychain or you don't have another Apple device, then I don't think you can view those passwords.
Once you get a new iPhone, you can restore from your iPhone backup and I believe it would restore those passwords.
If your backup is from iTunes, it has to be encrypted..
