How can I keep my intellectually disabled daughter from buying expensive apps on her iPad?

If she 17 or under, read about: Request and make purchases with Ask to Buy - https://support.apple.com/HT201089 - Family Organizer receives requests by default, but another parent or guardian can be assigned permission.
If she is older you cannot enable Ask To Buy and you may have to remove her from Family Sharing to prevent this from happening.
