I do not have a sim card in my new iPhone. Is that normal?

I have a new iPhone xr and there is no sim card in the tray. Is that a mistake? Or are they sold that way?

The carrier provides the SIM card. If you buy an unlocked phone directly from Apple you have to get the SIM from your carrier.
