Unless you transcode the files, your iPad will not be able to natively play .ts video files.

As an alternative, you might try playing the files with a third-party video player - such as VideoLan’s VLC for Mobile:

iOS/iPadOS cannot directly play DVD or other optical media video files.

Assuming that you are looking to view video material for which your own copyright, you’ll need to find appropriate software for your PC or Mac to legally transcode files to a video format that your iPad video Apps (native or third-party) can support - such as mp4.

Once transcoded, you’ll be able to transfer the media in a playable format to your iPad - using iTunes (PC or Mac) or Finder (Mac).
