Have been trying to set up my apple id on ipad mini after it was reset to factory settings for my son. I try to sign in and it asks for verification code. I enter this. Then asks for ipad pass code. I enter this. Then asks me for iphone X pass code. I enter this. —>then it thinks for about 15 seconds and nothing happens. Back to sign in screen on iCloud settings. Please help me with this problem.

Sounds like you're having an issue logging in with your Apple ID on your iPad mini after a recent restore.
To clarify, did you restore a backup or did you set it up as new? Are you done with the initial set up and able to use the device currently or are you stuck in the Setup Assistant? If so, you can skip the Apple ID sign in during setup and set it up later in the Settings app.
