how do i add my husbands phone to my icloud storage upgrade
You will invite him to Family Sharing providing that's what you have setup - Set up Family Sharing - Apple Support.

Now I have another :) He is trying to access the extra storage and he is being told to buy his own. Our phones say that his devise is on my plan but its not allowing him to access it. Says he has no more storage in his icloud.

Yes. We do
That is the issue, i.e. you need to create your own ID.
