It appears my ipad is paired with my new Magic Keyboard because I’m typing this with it, but the little blue circle continues to spin in my Bluetooth setting and no devices are listed as connected.

The bluetooth settings page will always show that spinning circle as any time it is open it will continuously look for devices.
The Magic Keyboard is not a BT keyboard, so would not show up there anyway. It uses the magnetic connector on the back of the iPad to connect to the iPad.
