AirPlay (casting) does not depend on the type of connection with your ISP. It is done on/through your home network.

Make sure both devices are on the same home network, with a stable and strong connection.

Do not use a so-called Guest Network, as that provides a connection to the internet, but not to other devices on your home network.

If on Wi-Fi, do not use different SSID network names for the 2.4 GHz band and the 5 GHz band, as that might cause devices to not be able to communicate with each other. Set your router to bridge all of the home network into one logical network instead.

Some services may not support, or block, AirPlay. If you can mirror the Desktop, then AirPlay itself is working fine.
