Cant verify Apple ID with drivers license

it says i have to verify my identity with a photo ID to use Apple Pay, but no matter how or where i scan it it never is successful. is my account blocked or something? Also yes I am a legal U.S. citizen and my drivers license is a united states drivers license. any help would be appreciated!
