iPad disabled; recovery doesn't work
I've followed the steps recommended for the iPad disabled message - tried both Updating the iPad, and Restoring the iPad. It "seems" to do the thing, the iPad reboots itself, and then we're back to the beginning - iPad still says "iPad disabled, connect to iTunes" and absolutely nothing else works. I've completed this cycle several times now with no change.
iPad Air 3, iPadOS 13
