I use a Windows XP Virtual Machine (VM) for the sake and ease, of compatibility and interoperability, respectively. This device is a pure example of why to use a VM. I'm curious if anyone has used this on a Windows XP VM with success, meaning no streaming issues for the Mac and no skipping on the Windows XP VM.
B. Using this on my Mac:
"If you have a new enough Mac and your VM software can utilize the graphics processing needed to run the device, I don't see why it wouldn't work. There's only one way to find out and that is to try it (especially since it sounds like you have the setup). Without knowing your hardware/OS/ specs, I'm making some assumptions here."
Don't get me wrong - it works on my Windows XP Computer right now. But I'm a bit reluctant to use it on a VM, if it would damage my Mac. I'm curious if anyone has had any success running it, or if they have had any issue, what might they be. I have a 32GB of RAM, an i5 Processor, and my macOS is Mojave. It seems like it is optimal enough, but I do not want to ustitlize my Mac, which I am streaming content on a VM.
C. WinTV and Windows XP:

I am not asking for alternative options. I am asking about the WinTV.

I have contacted the manufacturer. Here are screenshots. The first is my eMail to them - the second is their reply eMail back. Simply it is only compatible with Windows XP and is no longer supported by them(Screenshots 1 & 2).
