Touch ID disappeared in Big Sure
The settings for Touch ID from system preferences do not work
I can't add Touch ID from settings.

Restart your Mac holding Shift to enter Safe Mode. Once loaded, restart normally and see if it works.
If not, I'd advise you to reinstall macOS. Even better, to make a clean install.
