I am trying to reinstall Mac OS to give my computer to my daughter and the above message came up. What do I do?

Try creating a bootable macOS USB installer for High Sierra using these instructions:

Make sure to perform a clean install by first erasing the whole physical drive as GUID partition and MacOS Extended (Journaled) while booted from the macOS USB installer:

Depending on the exact model of your Mac it may be possible to upgrade to a later version than macOS 10.13 if you have a 2012 or later model.
