Need help concerning VLC for Mobile, iPhone and, PC

PC #1 (Windows 10) - [b][color=#BF4000]OFF[/color][/b]
Router #1 (“Main” – Wired to PC #1 and to Router #2) - [b][color=#00BF00]ON[/color][/b]

PC #2 (Windows 10) - [b][color=#00BF00]ON[/color][/b]
Router #2 (Wired to PC #2 and to Router #1) - [b][color=#00BF00]ON[/color][/b]

iPhone 6

When we enable “Sharing via Wi-Fi”
[b]PC # 1 is not used often and is mostly closed. All other components (Router #1, Router #2 and, PC #2) are [b][color=#00BF00]ON[/color][/b] at all times.[/b]
[b][size=150][color=#FF00FF]My networking skills are practically non-existent.[/color][/size][/b]
[b]Here is what I tried:[/b]

[b]Browser:[/b] Chrome, Edge, Firefox, Opera
[b]Route # 1[/b]

I can't to connect to Router # 2 from PC # 2.

WORK. I can login to Router # 2 from PC # 2.

I can't to connect to "iPhone 6 + VLC" from PC # 2.

[b]I would like to use VLC for mobile (or other media player) to do the following:[/b]
1. Download videos from PC to iPhone and play them to iPhone.
2. Play videos from iPhone to PC monitor wirelessly.
3. Play videos from iPhone to Sony Smart TV (old one) wirelessly.
4. Play videos from PC to Sony Smart TV (old one) wirelessly.
All that without to use gadget like Chromecast. Just using the wireless and router. If it’s possible of course.
I would appreciate a step by step guide.
