I purchased a movie from Apple which I'd like to download to my iPad. I have extremely fast fiberoptic Internet, but I keep getting a message from Apple "Unable to download at this time". The movie will download and almost finish, then the error response appears and asks me if I want to retry the download. Does anyone know what the problem might be? Is it on my end or Apple's?

Yes, I have done all these things, and have been trying daily for a week to download a couple of purchased movies to my iPad Mini 4; it'll get almost done & then states "unable to download at this time, try later". I've used two different WiFi networks and have even used my iPhone as a hotspot for the iPad -same result each time.
