Cant sign out of apple id because of restrictions

Hello can someone please help me out so I have a new apple ID and I wanted to log out of the old one but this one has restrictions on it. Ive already turned off downtime and the privacy restrictions, however the screen time restrictions isn't available for me is there a way to force it to log out? I still want to keep all the data on the phone but I do not know how.
