How come it’s not working?

It has been like this for 2 hours. I have enough space on my phone, so I know that this should have already been downloaded. I have been told something is going on with iCloud and I’ve been told it’s been resolved. I am confused someone please tell me, is iClouds little outage fixed or not?

iCloud taking more than a week to update Recently switched from droid to iPhone XR, I’ve had MacBook Pro and iPad for some time. cannot connect to icloud I am trying to upgrade iCloud storage. I'm in my Apple phone. I click "upgrade" for iCloud storage. I select storage size I would like. I get "Cannot connect to iCloud. Same outcome on several attempts

See - If you can't back up to iCloud or restore from iCloud backup failed - Apple Support.
