Exclamation point on Messages app

Hi I’ve just wiped and set up my phone, it has no Apple ID or SIM card but the messages app has a exclamation point on it even tho there is nothing on messages. I would like some help as I am hoping to sell my iPhone XS Max.

Please try the following

Insert the SIM card and disable iMessage and FaceTime.
Settings > Messages > Send and Receive > Apple ID > Sign Out
Restart the device. That's it.
Still not solved --> Force restart iPhone - Apple Support

Finish the setup by installing your SIM and configuring your Apple ID/iCloud account.
