Pictures in old messages are not downloading

I’m trying to open a picture in an old message (from almost a year ago) but when I try to “Tap to Download” nothing happens. I believe it is backed in my iCloud but I can’t bring it up...thanks

Try disconnecting from the VPN and try again.
