I want to make payment with a different Debit card, but I failed. Pls help

I want to make payment for iCloud subscription with a new debit card and to remove the old debit card registered with Apple which is no longer valid. I tried with new debit card but declined.

See - Change, add, or remove Apple ID payment methods - Apple Support or If your payment method is declined in the App Store or iTunes Store - Apple Support.
