Turning off content & privacy restrictions causes chrome to not work

I finally recently downloaded macOS Big Sur 11.1 and ever since then chrome seems to be broken unless the screen time content restrictions are on and not set to unrestricted access. I'm not quite sure why this is but if I turn off the restrictions any page I try to load on chrome comes up with:


ERR_CONNECTION_REFUSED


It then says to check proxy and firewall settings but that doesn't seem to affect it. Is there anything I can do to resolve this issue? When the content restrictions are off safari still works as normal so I'm not really sure what the issue is.
