I have two Apple accounts and do not know how to combine them. Also I do not know my privacy and security password, it changed. Thanks, Robin Babes

You can't merge Apple IDs. You can try setting up Family Sharing between the IDs if you want to be able to share purchases made with the IDs.
Where are you accessing your privacy and security? Did you use your Apple ID to sign in?
If the Apple ID password, enter the Apple (iCloud) ID and click Forgot Password. See if you can get an email option if necessary.
