A. Contact Toshiba Support:

Go Here: Contact Us | Toshiba. There are phone numbers, and eMail addresses there. So, try an eMail address, asking them if this HDMI and Apple TV is an option. Provide them with the model of your TV, and ask for a PDF document of the User Manual.

B. Troubleshooting the Power:

See if this is an option for it. It should work, right-off-the-bat. So, try powering it off, manually:

1. Power Off: both devices.
2. Unplug: All Cables from the TV
3. Wait: 30 seconds
4. Unplug: the Apple TV
5. Wait: 30 seconds
6. Plug In: the Apple TV (HDMI) and power adapter
7. Wait: 30 seconds
8. Power On: the Apple TV
9. Wait: 30 Seconds
10. See if it now works.
