We gave our daughter a new iPhone. I transferred the data via an iCloud backup from the old iPhone. I noticed the VideoStar App (the only app) is taking a long time to update (it has been several days), everything else was fine. When I press on it it is giving me an option to "Cancel Download". If I select to "Cancel Download" will it delete the data (the videos created by VideoStar)?

Thanks for using the Apple Support Communities. We understand the you're having an issue with an app installing and have concerns about the data if you choose to delete it. You are right, if you delete the app the data will also be deleted. To reinstall, simply go to App Store > Account > Purchased.
If you'd like to preserve the data, you can offload the app and then reinstall it from Settings > General > iPhone Storage.

Thanks for the follow-up. Yes you can choose to cancel the download, however it is possible that any data linked to it could be deleted. We weren't able to determine this for certain, so we wanted to make sure you know it's a possibility.
Another option, if you haven't done so already, is to try the steps provided in article, If you can’t download or update apps on your iPhone or other Apple device. If that doesn't work, consider cancelling the download.

The Offload App is sort disabled since the app is in a Loading state. If I select "Cancel Download" is that the same as "Delete"?
