Son-two homes-family sharing
My son had two homes which he is at half time at both. I want him to have family sharing for both homes. Is this something Apple is working on or any ideas of how to make this work the best I can?

You can only family share to one "family" at a time, but those people can be pretty much anywhere in the same country. If some people didn't want to share things with people in the other family you can do some restriction on sharing by hiding items, though I don't know how specific this can be.
