Memory Pressure Anomalies

From my research, 'webfilterproxyd' is parental controls (even though 'parentalcontrolsd' also exists)

Assuming I need to keep Parental Controls on my device, what can be done to prevent it from blowing up like this?

You may also notice in this image that, despite my computer only being physically capable of supporting 8GB of RAM, Premiere Pro is somehow achieving THIRTEEN.

Recently, I have also encountered an issue with my computer running at 6.7GB Memory Used (about half of the processes would run the 'root' user if it had been logged in at the time– but it could not have been, since quick user switching is disabled), which is considered borderline danger zone, and there were no applications open (except Finder and Activity Monitor). When I logged out and logged back in, the computer was running at 5.39GB, with no abnormal processes. Later, after using Premiere Pro for a while, I check back and the computer was running at 3.47GB, which equalled the sum of the active processes.

Also, my Hard Disk Space information misread itself somehow, thinking it had 58.12 GB available when that was equivalent to the size of my Documents. Later, it read as 38.12 GB available.

What can be done to reset the way my system is measuring and monitoring RAM and hard disk space?
