Do you mean frozen (not responding) or locked/disabled from entering an incorrect passcode?

I'll assume the second:

Is it locked from incorrect screen pass code (disabled), then see:

 Note - your phone will be wiped. You can restore it if you have a backup.

If it is activation locked
