New Iphone not updating software

I have a new Iphone XR that I am trying to transfer data to and it is getting stuck on "Preparing Update". How can I get past this to start using the phone?

Let the Preparing Update to finish.

Make sure:

iPhone is connected to wall power
iPhone is connect to the Internet via Wi-Fi
