Is it possible to update my iPad mini 2 to ios14 ? right now it’s 12.5

I have an iPhone 11 and I just bought a iPad mini 2 from a friend. What must have apps should I have for both of them cuz I just learned that I didn’t need a VPN setting for either. I just got home from doing 17 yrs in prison and I’m not that tech savy
