That person didn't activate your camera. FaceTime activated it in anticipation of you answering the FaceTime call. Just don't accept calls, especially FaceTime, of numbers you don't know. Your camera did not send anything back to that person unless you actually answered the call.

If you do not answer the call, it does not show up on the FT list of numbers to be blocked and so, it cannot be blocked. This is different than an unwanted call on the iPhone, where the call and caller can be blocked even when it was not activated/clicked on/ open/answered. This is a FT deficiency, so far as I can determine. I shall have to BLOCK ALL CALLS FROM IPHONE!!! Seems kind'a stupid. Thanks!!!!

That’s how FaceTime works. When you open it, the camera is enabled. It doesn’t matter if you are actually engaged in a call.
Thanks. this seems stupid but I cannot find any way to get to FT preferences. i searched on Finder and on spotlight. right clicking on the app icon in the dock yields nothing.
correction. so now it does pop up. i need time to investigate. Thanks!

You can block that caller in the FaceTime preferences, change how you can be reached on the FaceTime preference panel, disable calls from iPhone, if that was the source, or you can disconnect the external camera (or duct tape the internal camera) to prevent video access to you.
I had this problem once, and just disconnected by external camera and blocked the miscreant that had initiated the FaceTime call.
