I am locked out of my iCloud account and need to restore my phone to start over with a new iCloud account. I am unable to turn off find my because of my locked account. How should I proceed?

We see you're unable to turn off Find My iPhone due to the iCloud account being locked. In order to turn off Find My iPhone, you will need to be able to access that iCloud account. If you're needing to reset the password, review this article: If you forgot your Apple ID password.
