try signing out of your Apple ID and back in. If that does not work go to this link - Apple Pay Customers
Are you at least 18 and in the USA?
This does not help! It will not verify my identification and I’m doing everything right. When I scan my ID it fails.
My Apple Pay will not verify my ID
