All that is telling you is that the rotation lock is on.

If you pull down from the upper right to access Control Center, you should see an similar looking item. Tap that and it'll turn off rotation lock

Or, if you have a first generation iPhone SE, slide up from the bottom to show the Control Centre.

Swipe down from the top right to open the control center, then turn off the orientation lock icon.
