My phone is stuck on the restore screen, and I have tried going through itunes too... But that does not work either. So i don't know what to do.

its an Ipad mini from 2016

You say your phone, but this applies to both iPad and iPhone --> If you see the Restore screen on your iPhone, iPad, or iPod touch - Apple Support
