Hi there,

Ive just got a brand new MacBook Pro and it comes like 70% charged should I wait until the battery is drained to charge or should O charge before using it ?

No, there is no requirement to drain the battery. With modern Lithium based batteries, repeatedly depleting the battery to low levels may lead to premature aging of the battery.
