iPhone locked sim card after changing sim from 3g to 4g ( actually same sumber )

I bought this iPhone XR likely more than a year ago and i love it, it was sim free ( unlocked ) when i bought and have no problem at all, but my carrier in vietnam told me to change to 4g sim card since from the beginning of 2021 they don't support 3g anymore, so i bring my iphone in to change the simcard, and after put the 4g sim card in, my phone got locked and can't not activate with any sim card in vietnam . Why ?
