Activation server cannot be reached. Why?

My roommate gave me his iPhone 7 and I'm trying to get it working. I transferred my info from my iPhone 6plus and it asks for my Apple ID and password which I have entered many times.

Now it says,

Unable to Activate because the activation server cannot be reached, try connecting to PC. I did that and waited as it said to, and waited and... GRRR!

Thanks for using Apple Support Communities. It sounds like you are trying to activate an iPhone 7 but you are getting an error. Did you already switch your sim card over from the old iPhone to the new one? This article has a few steps you can try: If you can't activate your iPhone.
