Add payment method

I am unable to add a card to my payment method. I have even updated the latest version of iOS on my iPhone, even then it is declining the payment method. I am not understanding the problem which is happening

I can’t add any card to my payment method? Hello, so I’ve been trying to add a payment method to my iPhone because it doesn’t let me update anything on my iPhone without a card? But I’m having a problem because it doesn’t let me add any card it keeps saying “payment declined try a different payment method” and so I put like 4 different cards already and it doesn’t work it doesn’t let me out any card on? Please help me out I need to update some apps or else I can’t use them.
