Not receiving the reset my password notification

Why I am not receiving the reset my password notification? Has anyone else had this experience? I also do not have the option to receive it via text. I see that the devices signed in under my apple id are mine, but why don't I receive the notification?

Get Support          Work through the screens to get a chat option. You may have to pick a slightly different problem.
