Personal hotspot not visible after restart, turning phone off and back on

I have personal hotspot activated on my iphone 8. When I restart the phone the personal hotspot network does not become visible for other devices again, unless I go to settings and enter the personal hotspot menu. "Allow others to join" in ON. I am NOT switching it off and on!

Just going to the personal hotspot settings page and wait for a moment, seems to activate the personal hotspot correctly and the SSID becomes visible for other devices and they log in again.

Same happens when I disable wifi for a moment. The personal hotspot SSID does not become visible for other devices and they won't connect to my personal hotspot.

I have tested this with 3 different iphones and observe the same behviour.

I have to have my hotspot settings page open for it to first show on the recipient device’s list of available SSIDs

I haven’t known it any other way for some time.
