Change country on App store

I had been facing problem to change country for my ITunes account because there is balance in the amount of $0.01. Is there any way to change the country?

Buy an item more expensive than your balance and use a different payment method to pay the excess amount; if you can't do this, ask the iTunes Store staff to zero it.
