I need to renew subscriptions under my new Apple ID
I need to restore subscription purchases I made before I changed my Apple ID.

Did you create an entirely new Apple ID? Or did you just change the email address associated with your Apple ID?
If you created a new Apple ID, then you will need to subscribe after downloading the apps directly within each app as you did the first time. Most apps with subscriptions automatically activate the subscription upon download.
If you simply changed the associated email address, then your subscriptions remain active and there's nothing that needs to be done.
